

{"id":15412,"date":"2012-10-01T00:00:00","date_gmt":"2012-09-30T22:00:00","guid":{"rendered":"http:\/\/ricom-web.com\/gestions-hospitalieres\/la-demarche-offre-de-service-du-conseil-general-de-lisere\/"},"modified":"2018-03-08T11:59:43","modified_gmt":"2018-03-08T10:59:43","slug":"la-demarche-offre-de-service-du-conseil-general-de-lisere","status":"publish","type":"post","link":"https:\/\/www.ricom-web8.com\/gestions\/la-demarche-offre-de-service-du-conseil-general-de-lisere\/","title":{"rendered":"La d\u00e9marche \u00ab offre de service \u00bb du conseil g\u00e9n\u00e9ral de l\u2019Is\u00e8re"},"content":{"rendered":"<span class=\"span-reading-time rt-reading-time\" style=\"display: block;\"><span class=\"rt-label rt-prefix\">Temps de lecture\u00a0: <\/span> <span class=\"rt-time\"> 3<\/span> <span class=\"rt-label rt-postfix\">minutes<\/span><\/span><p class=\"para-TC_txt\">Toute collectivit\u00e9 territoriale est \u00e0 la fois un acteur public qui offre aux citoyens un acc\u00e8s \u00e9quitable aux services essentiels, une entit\u00e9 dot\u00e9e de comp\u00e9tences qui lui donnent une place singuli\u00e8re au sein de la sph\u00e8re publique et le d\u00e9fenseur d\u2019un territoire au-del\u00e0 de ses seules responsabilit\u00e9s. <span class=\"char-TC_txt-Local-105\">Pour relever ces d\u00e9fis, les services d\u00e9partementaux de l\u2019Is\u00e8re doivent surmonter trois difficult\u00e9s\u00a0:\u00a0<\/span><\/p>\n<ul>\n<li class=\"para-TC_txt\"><span class=\"char-TC_txt-Local-105\">la diversit\u00e9 des comp\u00e9tences \u2013 de la protection de l\u2019enfance aux mus\u00e9es en passant par les transports, la gestion des routes, l\u2019entretien des coll\u00e8ges, le financement des pompiers\u2026 \u2013 s\u2019additionne \u00e0 la vari\u00e9t\u00e9 des origines des agents (\u00e9ducation nationale, social, \u00e9quipement\u2026) pour rendre plus difficile la constitution d\u2019une culture et de valeurs communes\u00a0;\u00a0<\/span><\/li>\n<li class=\"para-TC_txt\"><span class=\"char-TC_txt-Local-105\">la taille des services se combine \u00e0 leur dispersion (4\u00a0500 agents implant\u00e9s sur 300 sites) pour complexifier la circulation de l\u2019information et les \u00e9changes, indispensables pour donner du sens et de la coh\u00e9rence \u00e0 l\u2019action\u00a0;\u00a0<\/span><\/li>\n<li class=\"para-TC_txt\"><span class=\"char-TC_txt-Local-105\">la complexit\u00e9 de la gouvernance, entre encadrement \u00ab\u00a0administratif\u00a0\u00bb et \u00e9lus, accentu\u00e9e par la vari\u00e9t\u00e9 des fonctions de ces derniers \u2013 conseillers g\u00e9n\u00e9raux du d\u00e9partement mais aussi \u00e9lus dans leur canton, maires, etc. \u2013, est porteuse de risques d\u2019injonctions contradictoires.\u00a0<\/span><\/li>\n<\/ul>\n<p class=\"para-TC_txt\"><span class=\"char-TC_txt-Local-105\">Consid\u00e9rant que cette \u00e9quation ne peut se r\u00e9soudre sans partager un socle commun, nous avons engag\u00e9 une d\u00e9marche fond\u00e9e sur la d\u00e9finition de valeurs et objectifs partag\u00e9s, l\u2019\u00e9laboration de plans d\u2019actions permettant d\u2019atteindre ces objectifs, et le suivi de nos r\u00e9sultats. Cette d\u00e9marche a \u00e9t\u00e9 engag\u00e9e \u00e0 l\u2019\u00e9chelle de l\u2019administration d\u00e9partementale, puis d\u00e9clin\u00e9e par directions. <\/span><span class=\"char-TC_txt-Local-105\">Pour autant, nous avons constat\u00e9 qu\u2019elle faisait la part belle aux projets visibles et m\u00e9diatiques, au d\u00e9triment des performances du quotidien qui occupent pourtant une majorit\u00e9 d\u2019agents\u00a0: celles d\u2019un accueil toujours impeccable, de d\u00e9lais de traitements r\u00e9guli\u00e8rement respect\u00e9s, d\u2019un entretien renouvel\u00e9 chaque jour\u2026 Nous avons donc d\u00e9cid\u00e9 de compl\u00e9ter nos projets de direction en y int\u00e9grant nos objectifs de performance quotidienne, d\u00e9nomm\u00e9s \u00ab\u00a0offres de service\u00a0\u00bb, qui d\u00e9crivent les services tels qu\u2019ils sont vus par les usagers et dans un langage compr\u00e9hensible par eux. Cet exercice s\u2019est toutefois heurt\u00e9 \u00e0 deux \u00e9cueils\u00a0:\u00a0<\/span><\/p>\n<ul>\n<li class=\"para-TC_txt\"><span class=\"char-TC_txt-Local-105\">il n\u2019est pas ais\u00e9 de d\u00e9crire le service tel qu\u2019il est per\u00e7u par l\u2019usager. Ainsi, un agent charg\u00e9 du d\u00e9neigement des routes sera tent\u00e9 de d\u00e9crire l\u2019itin\u00e9raire qu\u2019il suit, en pr\u00e9cisant un mode d\u2019intervention technique, alors que l\u2019usager veut savoir dans quel d\u00e9lai le chasse-neige passera devant chez lui et dans quel \u00e9tat sera sa route\u00a0;\u00a0<\/span><\/li>\n<li class=\"para-TC_txt\"><span class=\"char-TC_txt-Local-105\">il est tout aussi difficile de distinguer le r\u00e9sultat per\u00e7u par l\u2019usager du plan d\u2019actions qui d\u00e9crit tout ce qui permet d\u2019arriver \u00e0 ce r\u00e9sultat. Or cette distinction d\u00e9termine l\u2019espace de libert\u00e9 des managers\u00a0: le r\u00e9sultat doit \u00eatre homog\u00e8ne pour tous les citoyens, alors que la fa\u00e7on d\u2019y arriver, non visible par l\u2019usager, rel\u00e8ve du champ de libert\u00e9 manag\u00e9riale.\u00a0<\/span><\/li>\n<\/ul>\n<p class=\"para-TC_txt\"><span class=\"char-TC_txt-Local-105\">Pour surmonter ces difficult\u00e9s, nous avons engag\u00e9 un travail collectif ponctu\u00e9 de jeux de r\u00f4les entre cadres de m\u00e9tiers vari\u00e9s, jouant alternativement les r\u00f4les de fournisseur de service et d\u2019usager. Si la d\u00e9marche n\u2019est pas encore totalement aboutie, force est de constater qu\u2019elle s\u2019est r\u00e9v\u00e9l\u00e9e mobilisatrice, nous aidant \u00e0 placer nos usagers au centre de la r\u00e9flexion, permettant de concentrer le d\u00e9bat sur nos c\u0153urs de m\u00e9tier et nous obligeant \u00e0 mettre en coh\u00e9rence objectifs et moyens.\u00a0<\/span><\/p>\n<p class=\"para-TC_txt\"><span class=\"char-TC_txt-Local-105\">Cette d\u00e9marche nous place aussi dans une dynamique de changement au moment o\u00f9 l\u2019\u00e9volution de notre environnement et de nos contraintes impose plus que jamais de s\u2019adapter. Car les enjeux de changement ne manquent pas\u00a0: celui de l\u2019\u00e9volution technologique qui modifie nos outils de travail et de communication, celui d\u2019une soci\u00e9t\u00e9 devenue mieux inform\u00e9e et plus exigeante mais aussi plus fractur\u00e9e, celui de la mondialisation avec des produits et services de plus en plus d\u00e9localisables, celui d\u2019une soci\u00e9t\u00e9 humaine plus nombreuse et peu respectueuse de l\u2019environnement, enfin celui tr\u00e8s concret d\u2019une tension croissante des finances publiques. <\/span><span class=\"char-TC_txt-Local-105\">\u00ab<\/span>\u00a0<em><span class=\"char-TC_txt_ital\">Tout mouvement, de quelque nature qu\u2019il soit, est cr\u00e9ateur<\/span><\/em>\u00a0<span class=\"char-TC_txt-Local-105\">\u00bb, \u00e9crivait Edgar Allan Poe, \u00e0 condition toutefois de r\u00e9ussir \u00e0 transformer en \u00e9nergie positive les angoisses g\u00e9n\u00e9r\u00e9es par ces enjeux\u00a0; ce qui nous conduit \u00e0 \u00e9largir notre propos et \u00e0 aborder trois cl\u00e9s de l\u2019efficacit\u00e9 publique\u00a0:\u00a0<\/span><\/p>\n<ul>\n<li class=\"para-TC_txt\"><span class=\"char-TC_txt-Local-105\">partager des objectifs op\u00e9rationnels : lorsque l\u2019attelage tire \u00e0 hue et \u00e0 dia, la charrette n\u2019avance pas. Se doter d\u2019objectifs partag\u00e9s pour coordonner les \u00e9nergies et d\u2019indicateurs pour savoir \u00e0 quel endroit du chemin on se trouve est \u00e0 la base de toute d\u00e9marche manag\u00e9riale\u00a0;\u00a0<\/span><\/li>\n<li class=\"para-TC_txt\"><span class=\"char-TC_txt-Local-105\">compl\u00e9ter l\u2019attachement au m\u00e9tier par un ancrage dans la vocation : la plupart des m\u00e9tiers risquent un jour de dispara\u00eetre. Pour entretenir la motivation des agents concern\u00e9s par ces mutations, il faut compl\u00e9ter l\u2019attachement l\u00e9gitime au m\u00e9tier par une autre dimension : convaincre par exemple l\u2019installateur de panneaux routiers qu\u2019il est avant tout un organisateur de mobilit\u00e9, vocation beaucoup stable qui lui permettra de se projeter dans un avenir nouveau lorsque les panneaux des routes seront remplac\u00e9s par des panneaux virtuels sur les tableaux de bord des voitures\u00a0;\u00a0<\/span><\/li>\n<li class=\"para-TC_txt\"><span class=\"char-TC_txt-Local-105\">partager un socle commun de valeurs\u00a0: pour unir des acteurs exer\u00e7ant des m\u00e9tiers diff\u00e9rents, il faut trouver un socle commun de valeurs qui transcendent ces m\u00e9tiers et constituent le c\u0153ur commun des acteurs publics.\u00a0<\/span><\/li>\n<\/ul>\n<p class=\"para-TC_txt\"><span class=\"char-TC_txt-Local-105\">Les \u00e9volutions qui nous attendent sont importantes, mais nous avons de bonnes raisons d\u2019\u00eatre optimistes, en misant sur notre capacit\u00e9 collective \u00e0 relever nos d\u00e9fis et en acceptant la part d\u2019inconnu inh\u00e9rente \u00e0 tout changement.
