D\u2019autres Sara sont par ailleurs en cours de cr\u00e9ation, notamment pour La R\u00e9union.<\/p>\n<p>Les membres fondateurs de l\u2019ensemble des Sara, au nombre de soixante, sont des adh\u00e9rents de la Fehap du secteur sanitaire, social et m\u00e9dico-social, afin que la repr\u00e9sentativit\u00e9 de la diversit\u00e9 des adh\u00e9rents de la Fehap soit assur\u00e9e. Ainsi, les march\u00e9s pass\u00e9s doivent correspondre autant aux besoins des \u00e9tablissements sanitaires que m\u00e9dico-sociaux ou encore sociaux.<\/p>\n<p>Parmi les march\u00e9s pass\u00e9s, certains comme l\u2019int\u00e9rim ont \u00e9t\u00e9 \u00e9galement structurants d\u2019un point de vue organisationnel, dans la mesure o\u00f9 ce sujet, trait\u00e9 traditionnellement exclusivement par les ressources humaines, \u00e9chappait aux r\u00e9flexions et m\u00e9thodologies des achats.<\/p>\n<p>L\u2019objectif de ces structures est donc double : aider les adh\u00e9rents de la Fehap \u00e0 g\u00e9n\u00e9rer les \u00e9conomies demand\u00e9es par les pouvoirs publics et contribuer \u00e0 la n\u00e9cessaire professionnalisation des acteurs au sein des \u00e9tablissements et services. Ce second point est \u00e9galement port\u00e9 avec l\u2019aide d\u2019\u00e9tablissements qui ont \u00e9t\u00e9 pr\u00e9curseurs et qui, \u00e9tant membres fondateurs, transmettent leurs bonnes pratiques achats et organisationnelles aux autres adh\u00e9rents. Cette transmission est aujourd\u2019hui renforc\u00e9e par la mise en place des plans d\u2019action achat (PAA), dont certains adh\u00e9rents Fehap b\u00e9n\u00e9ficient.<\/p>\n<p>Dispositif encore jeune, la strat\u00e9gie des Sara est actuellement double : s\u2019organiser pour mettre les actions en coh\u00e9rence et rechercher des alliances afin de compl\u00e9ter l\u2019offre des Sara et de proposer ainsi aux \u00e9tablissements un p\u00e9rim\u00e8tre \u00e9tendu de march\u00e9s.<\/p>\n<p>Deux partenariats ont \u00e9t\u00e9 mis en \u0153uvre :<\/p>\n<ul>\n<li>un avec UniHA relatif aux licences Microsoft, permettant ainsi d\u2019apporter du volume pour diminuer les tarifs des licences. Pr\u00e8s de 15 000 postes d\u2019adh\u00e9rents Fehap ont pu \u00eatre ainsi renouvel\u00e9s depuis dix-huit mois ;<\/li>\n<li>un avec le Resah-IDF afin que les adh\u00e9rents franciliens b\u00e9n\u00e9ficient des march\u00e9s pass\u00e9s par ou avec le Resah-IDF. Dans ce cadre, une dizaine de march\u00e9s est concern\u00e9e pour des familles \u00e0 caract\u00e8re m\u00e9dical et hors m\u00e9dical, et avec des formes diverses : groupement de commandes entre \u00e9tablissements, centrales d\u2019achats et groupement Sara \u00cele-de-France-Resah-IdF.<\/li>\n<\/ul>\n<p>D\u2019autres th\u00e9matiques, comme par exemple l\u2019optimisation des achats de m\u00e9dicaments au sein des \u00e9tablissements de psychiatrie ou encore les achats de produits de dialyse, sont port\u00e9es par le secteur priv\u00e9 non lucratif, compte tenu de leur sp\u00e9cificit\u00e9 sur le plan national. Le dossier des prestations des compl\u00e9mentaires sant\u00e9, \u00e9galement sp\u00e9cifique au secteur priv\u00e9 non lucratif, sera \u00e9galement ouvert prochainement.<\/p>\n<p>La dynamique mise en place pr\u00e9sente donc un caract\u00e8re de subsidiarit\u00e9 pour les adh\u00e9rents de la Fehap, lesquels, quelles que soient leurs tailles, leurs activit\u00e9s et leurs organisations (beaucoup d\u2019associations sont en effet multisites), leur permet d\u2019\u00e9laborer des plans d\u2019action achat dynamiques et efficaces.<\/p>\n<p>&nbsp;<\/p>\n<script>function PlayerjsAsync(){} if(window[\"Playerjs\"]){PlayerjsAsync();}<\/script>","protected":false},"excerpt":{"rendered":"<p><span class=\"span-reading-time rt-reading-time\" style=\"display: block;\"><span class=\"rt-label rt-prefix\">Temps de lecture\u00a0: <\/span> <span class=\"rt-time\"> 2<\/span> <span class=\"rt-label rt-postfix\">minutes<\/span><\/span>\ufeffApr\u00e8s plusieurs \u00e9tapes de mobilisation et de partage des connaissances, notamment avec la mise en place d\u2019une plate-forme \u00e9lectronique interactive (plateforme-achats-fehap.fr), plusieurs structures achats ont \u00e9t\u00e9 constitu\u00e9es dans le secteur du priv\u00e9 non lucratif.
